From my experience or lack there of, You have to know someone like Spielberg, know someone who does, or have a laundry-list of accomplishments which establishes why they should care about what you have to say! Or, establish a modicum of credibility through placing or winning screenplay competitions, and then pray it's enough for them to care.
I'm not being cynical, it's just the way it is!
